Maturity Scale

Each domain is scored on a 1–5 scale consistent with CMMI-based models:

2 – Managed: Defined at team level, limited integration
3 – Defined: Standardized and repeatable across programs
4 – Quantitatively Managed: Metrics and governance driven
5 – Optimizing: Predictive, adaptive, and continuously improving
